We provide information related to the price of electricity in Ukraine. On 05/31/2024, at a meeting of the Government, a decision was approved to increase the electricity tariff for the population to 4.32  UAH (including VAT) per 1 kWh from 06/01/2024. This decision will be approved by the Cabinet of Ministers Resolution No. 632 dated 05/31/2024.

Does the “night” tariff continue to apply?

The “night” tariff coefficient remains unchanged, only the price to which it will be applied changes. With a dual-zone meter installed , consumers will pay half as much for electricity used at night:

• 0.5 tariff from 11:00 PM to 7:00 AM

• full rate at other times of the day

The tariff coefficients for three-zone meters also remain unchanged :

• 1.5 tariff – from 8:00 to 11:00; from 20:00 to 22:00

• full rate – from 7:00 to 8:00; from 11:00 to 20:00; from 22:00 to 23:00

• 0.4 of the tariff – from 23:00 to 7:00 

Here are the tariffs for heat energy supply services (centralized heating) for the population. For some heat supply enterprises, these tariffs are set by the National Commission for Energy and Utilities Regulation (NKREK), for other entities in the field of heat supply – by local authorities.

All tariffs set by the National Electricity Regulatory Commission for the above-mentioned enterprises have been published. Tariffs for other enterprises set by local authorities will also begin to be published in the near future.

The tariff for the supply of thermal energy can be single-rate or double-rate.

The two-rate tariff for the supply of thermal energy consists of two parts: conditionally variable and conditionally constant.

• The conditionally constant part, or monthly fee, is a fee that reimburses the company’s fixed costs associated with the need to maintain thermal energy sources and heating networks in working condition. The monthly fee is calculated depending on the area of the facility (more precisely, on the connected thermal load), it is a constant amount and must be paid in equal installments every month throughout the year. The constant part of the tariff is measured in hryvnias per unit of capacity – UAH per Gcal/hour (Gcal/hour ≈ 1163 kW).
• The conditional variable part is a fee for the actual volume of thermal energy consumed, which compensates for the costs of the heat supply organization for paying for natural gas and electricity. This fee is charged only during the heating season. This part of the tariff is measured in hryvnias per unit of thermal energy, ie UAH per Gcal . 

Single-rate tariff — the cost of a unit (1 Gcal) of thermal energy sold to consumers. With a single-rate tariff, the monthly fee (ie, the fixed part of the tariff) is not separated from the total cost of thermal energy, but is added to the cost of the heat consumed.

Here are the tariffs for hot water supply services for the population. For some enterprises, these tariffs are set by the National Commission for Energy and Utilities Regulation (NKREK), for other business entities in the field of heat supply and hot water supply – by local authorities.

All tariffs set by the National Electricity Regulatory Commission for the above-mentioned enterprises have been published. Tariffs for other enterprises set by local authorities will also begin to be published in the near future.

Tariffs for all water utilities, as well as for other enterprises engaged in water supply and wastewater disposal, are set by the National Commission for Energy and Communal Services Regulation (NKREK). Tariffs are set separately for water supply and separately for wastewater disposal, and they are different for different water utilities. In addition, there are two groups of tariffs: for the own centralized supply of cold water and wastewater (for residents of the private sector and collective consumers who are not business entities in the field of water supply), and for centralized supply of cold water and wastewater using intra-building systems, for multi-storey buildings (for business entities that are performers of these services).

We present information related to gas prices in Ukraine for the population in 2025. In January 2025, there were no significant changes in the gas market for household consumers. For non-household consumers (industrial enterprises), gas prices increased in January 2025 compared to the previous month. We remind you that the cost of gas delivery, approved by the National Energy and Utilities Regulatory Commission, should remain unchanged for the duration of martial law.

We present information related to gas prices in Ukraine for the population in 2024. In January 2024, there were no significant changes in the gas market for household consumers. For non-household consumers (industrial enterprises), prices from some suppliers decreased slightly in December. We remind you that the cost of gas delivery approved by NERC remains unchanged for the duration of martial law. Let us note the growth of the branch network of Gas Distribution Networks of Ukraine, into which former regional gas companies are gradually moving.

We provide information related to the price of electricity in Ukraine. Resolution of the Cabinet of Ministers of Ukraine No. 544 dated 30.05.2023 a fixed price of electricity for the population from June 1 to December 31, 2023, which is the same for all consumers regardless of consumption volumes, is established. The fixed price for electricity for household consumers from June 1, 2023 is UAH 2.64/kWh for the entire amount of consumption. Tariff coefficients (two-zone, three-zone) continue to apply for consumers who have installed multi-zone meters. Tariffs that will be applied after 12/31/2023 depend on further decisions of the Government.
